Position Overview

The Pennsylvania Coalition of Public Charter Schools (PCPCS) seeks a highly organized, strategic, and compliance-focused Project Director to oversee administration of the Pennsylvania Charter School Program (PACSP) Grant, funded through the United States Department of Education.

The Project Director is responsible for the overall stewardship, implementation, compliance, and performance management of federal grant funds supporting the expansion, replication, and creation of high-quality charter schools across the Commonwealth of Pennsylvania.

The ultimate objective of this role is the successful execution of grant goals, full regulatory compliance, effective fiscal management, and positioning PCPCS for continued federal partnership and future grant renewal opportunities.

Primary Responsibilities

Grant Leadership & Compliance

  • Lead implementation and execution of all PACSP grant activities in accordance with U.S. Department of Education requirements.
  • Ensure full compliance with federal regulations, including EDGAR procurement and reporting standards.
  • Develop and execute a comprehensive CSP grant management strategy focused on compliance, stewardship, and performance outcomes.
  • Maintain zero internal or external audit findings related to grant operations.

Federal & Stakeholder Coordination

  • Maintain ongoing relationships with CSP Program Officers and U.S. Department of Education representatives.
  • Respond timely to all federal requests for information, clarification, or documentation.
  • Collaborate with internal staff, consultants, subgrantees, and external partners to ensure grant execution.
  • Communicate regularly with the PCPCS CEO regarding project progress, risks, and performance outcomes.

Performance Management & Reporting

  • Track and report progress toward grant goals, milestones, and performance indicators.
  • Develop systems to collect, analyze, and report programmatic data aligned with grant objectives.
  • Prepare and submit accurate, high-quality federal reports on schedule.
  • Provide monthly performance updates identifying trends, risks, and strategic next steps.
  • Ensure evaluation commitments outlined in subgrantee applications are fulfilled.

Fiscal Oversight & Budget Management

  • Manage grant budget implementation and spenddown aligned with approved funding allocations.
  • Prepare annual grant budgets and monitor allowable expenditures.
  • Review and approve monthly requisitions to ensure compliance and spending accuracy.
  • Submit monthly drawdown requests and respond to federal data inquiries.
  • Prepare budget amendments and secure required approvals from CSP Program Officers.
  • Identify financial management gaps and recommend corrective actions.

Audit & Documentation Management

  • Maintain accurate grant records, communications, and documentation.
  • Coordinate external audit preparation and internal compliance reviews.
  • Conduct semi-annual certification audits confirming personnel funded through CSP grants meet service requirements.
  • Ensure all grant documentation meets federal recordkeeping standards.

Required Qualifications

  • Bachelor’s degree in Public Administration, Education, Business Administration, Finance, or related field (Master’s preferred).
  • Minimum 5 years of experience managing federal or state grants, preferably U.S. Department of Education programs.
  • Demonstrated knowledge of federal grant compliance requirements (EDGAR, Uniform Guidance).
  • Experience managing complex budgets, performance reporting and program audits..
  • Strong project management and organizational leadership skills.
  • Excellent written communication and reporting abilities.
  • Ability to manage multiple stakeholders and deadlines simultaneously.

Compensation & Benefits

  • Salary is competitive and commensurate with experience.

  • This position is contingent upon continued federal grant funding.

Salary Range: $85,000-$110,000
